I am directed by Earl Curzon of Kedleston to transmit
to you herewith copies of two despatches received from
His Majesty's Chargé d'Affaires at Peking, forwarding respectively copy of a letter addressed by him to the Committee of the International Anti-Opium Association at Peking, and copy of a reply from the Association, on the
subject of the measures being taken by His Majesty's
Government in connection with the traffic in Opium.
In their letter to Mr Clive of August 31st, 1920,
the Association make the following observations:-

That His Majesty's Government is not taking satis- factory measures to prevent the export of raw opium to
China;
(2) That no measures have been taken to prevent the
export of raw opium into the leased territory of Kowloon,
'which is a part of China';
(3)
The Association would appreciate the inclusion, in the
statistical information to be communicated by the contrac- ting Powers of the Opium Convention of 1912 to each other, under Article 21 (b) of that instrument, of a list of the "duly authorised persons" permitted under Article 5
to import and export raw opium;
(4),
They wish that measures be taken, in conformity
with Article 6 of the Convention, for the suppression of the manufacture of, internal trade in, and use of prepared opium, by closing down the lucrative farms at Hongkong and Singapore, which they consider, encourage the Macao opium
farm/
